Can't create variable if Topic is Off

More of an observation - and put here in case anyone else is looking for this.

 

I duplicated one of my topics so I could make changes - and turned it off. 

 

I noticed that I was unable to create new variables - would click on them and the side bar wouldn't open.

Turned the topic on and voila! Issue resolved....
