Can I sell an app based on PowerApps?
If not, can I license the software from Microsoft?

No. PowerApps only operate within an Office 365 tenant of a specific organization. You can share (not sell) your app within that organization. PowerApps are not the same as app in the Google Play Store or iOs store.
