It would be posible to use form recognizer api from azure on powerapps portal?
Example: for ID card reading. And to save the informations (response of form recognizer api call) in dataverse.

Yes, there is no problem with using Azure form recognizer or any other API in Power Apps Portal. You can read id card and then populate entity/basic form so user need to hit submit/save button to save changes to Dataverse, or you can use Web API to populate data after you receive it from Azure. Whatever fits you better.
