I've read the below links and have understood that in order to create AI Builder PowerApp, I need to purchase PowerApp as well as AI Builder add-on. The cost of AI Builder add-on would be $500 per month. Is it correct? Or am I understanding it incorrectly? Could anyone please provide detail regarding the AI builder PowerApps licensing?
@Sevket, I am not sure how much correct this blog is. But based on testing of each scenario, it provides the number of credits various AI Builder model takes when they are ran once.

AI Builder is a capacity add-on to paid, standalone Power Apps, Power Automate, and Dynamics 365 licenses. Each $500 subscription includes 1 million AI Builder service credits applied at the tenant level.
When I read the licensing it says you can mix licenses, but thi si snot really clear. We have some 3000 E3 O365 users. So paying a whopping amount of $$$$ for the product that less than 10% of the company accesses
If I buy the AI license, I need to also have a licence for CDS. Can I develop apps to be used by the other E3 holders or do they need to have AI and CDS as well?
Can anyone tell me how to calculate or guess how many service credits you would need for an app with AI builder capabilities (let's say the OOTB Business Card Reader)? I get it that you will receive 1 million service credits for 500$ but what I can do with it is still not clear and it seems there is not much official information out for this.

Yeah, you are right. The AI Builder license is acted as capacity add-on to PowerApps license. More details about the AI Builder license in PowerApps, please check the following article:

Yes you are correct, you have to purchase an AI Builder add-on to use AI Builder functionalities in PowerApp (except for AI Builder preview features that are free to use). I confirm that the add-on is $500 per month.
