Creating a "User Administrator" environment role

We wish to delegate maintenance of users and business hierarchy in our production environment, but don't want to grant the System Administrator role. We would appreciate some advice on how to create a suitable security role.

 

The users with the role will need to be able to:

  • Create and update Business Units
  • Create and update Teams
  • Manage user settings including:
    • Business unit
    • Manager
    • Team
    • Security roles

I've looked through the available settings, but still am not clear which are the relevant permissions to grant (the Core Records tab lists User Chart, User Dashboard, etc., but not User, and I can't see anything for Business Unit).
