I'm building a model-driven app with a couple of custom tables.
To provide access to the app I have created a custom security role,
which is a copy of "System Customizer" role, including all privileges to the custom tables.
Then, I shared the model-driven app to the custom security role.
But the user within this custom security role can't see the model-driven app in make.powerapps.com.
The user also gets the error when going to app URL directly.
As an admin or "System Customizer" (not copy), the user can see the model-driven app.
How can the user with custom security role see the model-driven app?
What am I missing here?

Seems to be a licensing issue. Have you assigned a per user licence to this user Or assigned enough per app licences to this environment? Which licensing plan are you using ? Per user , Per App , Pay as you go ?
