I have an app where I implemented custom pages that are called from a custom command using javascript. and the app is enabled for offline, so when the users (and the users are enabled for the offline profile) open the app, they get the notification to download the data for offline, which is normal until now, but when the app finishes downloading the data, the custom commands disappear and they don't show up, but if the users skip downloading the data, the custom buttons appear normally. and all of this while the device is connected online.
I tried to switch the "Choose the offline mode to apply to your app/ServerMode" to no then to yes, but no difference, the custom commands still disappear when the data loads in.
and since I mentioned the Offline-first mode ("Choose the offline mode to apply to your app/ServerMode"), there is a big limitation in my opinion, which is that the app starts acting literally offline, and loses features like Flow buttons (which are important in my app's case) even if the device is still connected to the internet, and the end user does not have any way to overcome this limitation, and then the admin or the maker should switch the whole app back to the regular offline mode in order to let the end user have the control how to use the app either online or offline.
