Hi,
I have created a canvas app.
Added a guest user in Azure, shared the app, however they are still unable to open the app.
What more can I do to give access to someone outside the organisation?

Does the Guest user have proper license for PowerApps?
If the guest user doesn't already have a license in their home tenant, you could assign a license to the guest user. You could assign a PowerApps license to the Guest user through the following two ways:
1. To assign guest users from admin.microsoft.com, see Assign licenses to one user.
2. To assign guest users from portal.azure.com, see Assign or remove licenses.
