You can only filter reports, not dashboards.

I’m only trying to filter a report

My bad, you are doing this from inside the PowerApp.  There you can only embed a dashboard tile, not a report

Power BI tile control in Power Apps - Power Apps | Microsoft Learn

    • Only one filter can be applied.
    • Only the eq operator is supported.
    • Field type must be string.
    • Filtering is only available on pinned visualization tiles. It's not supported for pinned reports.
    • R and Python script visuals cannot be filtered.

You are missing the $ sign,  has to be $filter, not filter.

I tried with $ too. What is difference between pinned visualization tiles and pinned reports?

In a Power BI Dashboard, a pinned tile is not interactive (it will take you to its "parent" report), while a pinned page is.

Not sure if that makes any difference in the PowerApp.
