Hi,
I have a question about the sandbox environment, if I have an application on the sandbox environment that uses Dataverse, do I need a license for this application in this environment ? or the licenses is required when I push the application into production environment
Yes, Sandbox environments are licensed just the same as Production...

From a licensing perspective, once you have a premium connector you will need a license for Power Apps. With Power Apps Per App license you will get 5GB of space in Dataverse (global allocation) and you should be able to create multiple environments with this. You will also get 50 MB per user with this license. If you get a Power Apps Premium license it will extend the storage to 10GB for the overall allocation and each Power Apps Premium license will get additional 250MB of storage.
i'm talking about environnement type like in the picture about, actually we have a license PowerApps per App in production environnement, i want to have same application in developpement environnement for testing, should we buy another licenses PowerApps per App for the application in Developper environnement ?

Power Apps Per App licensing is "per environment" / "per user" so if you have a user that needs to utilize the application in both a sandbox and production at the same time, you would need two Power Apps Per App licenses for this.
Developer environments are completely separate from the Sandbox and Production environments. See details here on Developer environments: https://learn.microsoft.com/en-us/power-platform/developer/plan
You should be able to export the solution and import the solution in the developer environment if you want to utilize this way. Developer environments are meant to be used by 1 person (a developer) and not meant as a general dev / test environment like a Sandbox environment where you would have multiple individuals working together building and testing an application.
@dpoggemann is right as always. Developer environments are entirely separate and do NOT require a license.
