We are unable to export to Power BI Desktop format

We are unable to export Power BI Desktop format. I have uploaded an image of the error that we are getting.

    We tried to replicate the same issue at our end by creating a sample project and exporting the PBIX file. In our case, we were able to export it successfully without any issues.





    We also reviewed multiple documentation sources and community discussions regarding this behavior. Many of them mention different possible limitations or configuration-related causes. Additionally, we found official Microsoft documentation that lists several scenarios where exporting a PBIX file may fail even if the “Download .pbix” button is visible.
    You may want to check whether any of the following limitations apply in your case:
    • You must have at least Contributor access to the workspace (and dataset workspace if different).
    • Reports created directly in Power BI Service using an existing semantic model may not be downloadable.
    • Reports based on Direct Lake semantic models cannot be downloaded.
    • Reports based on datasets imported from OneDrive, Excel, or CSV uploads may not allow PBIX download.
    • Reports using incremental refresh or large dataset storage format may only download in live connection mode or may fail.
    • Very large datasets (for example >50 GB) aren’t supported for PBIX export with data.
    • Some tenant/admin settings can restrict PBIX downloads.
    • Reports published before Nov 23, 2016 are not downloadable.
    • Deployment pipeline scenarios and certain cross-workspace dataset setups can also block export.

      If the download button is visible but an error occurs, it’s usually related to one of these dataset configuration or environment limitations rather than permissions alone.
