HI Team,
Whenever we're trying to get the user info , while greeting the PVA or BOT. we're getting the below error.
Sorry, the bot can't talk for a while. It's something the bot's owner needs to address. Error code: 2003

Could you share a screenshot of your flow. What values are being passed into Power Automate?
In the run that failed. What are the outputs of your Get User Profile action, I’m guessing the outputs are empty. Meaning that Office365 cannot find a user in your tenant with tut display name.
