What type of auditing is available to identify who made changes to Gateways?

Could you please share a bit more about your scenario?
Do you want to check who made changes to On-premise Gateway within PowerApps?
If you want to check who made changes to On-premise Gateway within PowerApps, I afraid that there is no way to achieve your needs currently.

Yes, that is correct. Many types of changes are document in the O365 combined audit logs and PowerApps should be included in that functionality. I have submitted this idea per your suggestion
