My company is writing a small application for a customer in PowerApps. My customer is a Microsoft 365 user and will only be viewing the applications we create. What licenses does my customer need to purchase in order to view and interact with the PowerApps application that I create? Thank you in advance!
That depends on the data sources you use. If you use all standard connectors, like SharePoint then they will only need the Power Apps license that is included with their Microsoft 365 license. If you use a premium connector like Dataverse then they will need a Per user license. They will also need permission to whatever data sources you use.

One more question - is there a per user license that includes all power platform tools (Powerapps, powerbi, etc)?
No. The Power Apps per user license covers Power Apps and Power Automate flows that are built to support a Power App solution. But Power BI is licensed separately. Power Pages and Power Virtual agents also have their own licensing.
