We have tried, restoring and publishing older saved versions of the app and that doesn't work. We are hoping there is something else that can be done.
As of right now the App works in play mode but we are unable to edit anything.

If this is happening on all machines, browser instances and users and you have cleared all caches, CTRL F5'd and it still doesn't work, then my recommendation is Export the app, then re-import it as a new name. Verify if you can now make it work.
If so please come back here after, or simply rename your original, rename the new one. Of course I am only 1) suggesting this to test and 2) if you are already in production then we would have to do something else after validation to make sure that your current prod app can get fixed.

BTW I am have seen this for varying reason, including having a lot of code in App.OnStart or having a lot of controls on the screen. not sure either is your issue, but its 2 of the reasons it does
