Why can't I add more than 4 public websites to my agent?

The documentation says that in Generative mode I should be able to add up to 25 public websites, but I still can't get it to publish if I have more than 4. Is the documentation wrong or is something broken with my agent?

    Per the documentation you can only add 4 in your scenario

    So this documentation is wrong? It says 25 websites in Generative mode?
