I realised that the attachment part of the code clashes with the cc.

Do you want to send an email with cc and attachments?
You can use the following expression.
Office365Outlook.SendEmailV2( "timl@powerapps-guide.com", "Email Subject", "Email Body", { Cc:"", Attachments:Table( { Name:"", ContentBytes:"" } ) } )
