Is it still possible to learn Power BI without a work address?

I am unemployed and therefore do not have a work address.  I'm trying to update my IT skills to gain employment.   I have tried all of the instructions for trying to obtain an onmicrosoft account and trying to do a free Microsoft 365 trial.  The E3 does not include Power platform and the E5 does not offer a free trial.  I have tried creating several different accounts and I am always presented with the following message: "Thank you for joining. You don't current qualify for a Microsoft 365 Developer Program sandbox subscription."   I have wasted hours on this and am frustrated.  I am scheduled for the PL300 Power BI exam next week and hope to pass it without ever being able to use the Service.  I am learning fine on the Power BI Desktop.  I just can't open Power BI Service.  Thank you for any insight you can provide.  It really shouldn't be this difficult.

    Did you try using the developer plan for Power Apps?
