We have a number of apps in a PAYG environment, I would like to convert those users who regularly access 2 or more apps per month over to a Per-User, Per-Month license to save on costs. I have so far been unable to find such data in the admin center, how might I gather / export this information?

When the Core components are setup, you can add a formula column that flags users who launched more than X number of apps in the last, let's say 90 days to ensure consistency. Finally, you can create a flow that filters newly flagged users, then assign the license automatically.

If you have a large number of users, then you might need to consider the Data Export option. This is in preview.
