If rows are owned by teams is there a way for admins to manage those rows?
To change the team owner to fix something a team did in error or does the admins have to be a member of each team and then is it possible for the admins to be removed by other team members?

If a user has a full license and system administrator role they can edit any data including team-owned records.
Is there a system administrator role at dataverse or database level or are you referring to something higher up ?
I meant the system administrator role in Dataverse. As far as I know database level is not available for us in Dataverse.
I think "access teams" and "owner teams" Use access and owner team templates for collaboration - Power Platform | Microsoft Learn may be what I'm after though . I thought that ownership was related to access permissions but open to correction
