I am working with some developers on a product and I have a form that enters data into a DB in Dataverse, and I need to be able to upload an audio file and attach it to the record that will be "Submitted". Right now the upload graphic looks like this...
...and I have to scroll down to where it says "Upload File"...
They are telling me its a "locked" component and cannot be fixed. I don't understand why it can't be a button feature that uploads the media file and attaches to the record on the table?
In addition I have an "Upload Photo" button on a different form and when I upload the photo it looks like this...
...which I think looks like crap.
I am really starting to doubt my developers because they also told me I couldn't do a ToolTip when I hovered over items on my form...but I can and it was super easy.
Just looking for a 2nd opinion, I feel like these guys overstated their skill levels. I'm not looking for anyone to fix this for me, especially for free, just to find out if what they are telling me is true or not.
You are on the right track to be doubting the explanation you were given.

Attachments are supported with SharePoint lists and Dataverse tables.
It looks like it is supported.

Yes the situation here with the Attachments Control is somewhat similar to the above actually in some ways.
Besides that in the docs above, I was able to upload with Attachments Control directly to Dataverse before many times, this is like basic functionality of PowerApps Canvas App supported out of the box.

I could consider to check if I have time to fix it for you if you want, but I think what might be better than that first and foremost is if you can just check if you can fix it yourself right now. What I can tell you now is I doubt what you were told is true, as it is not matching even what is stated in the introduction documentation on docs.microsoft.com. Besides that it is not consistent with when I actually tried and successfully could use Attachments control to upload files to Dataverse data source.
