I want to create Power Apps for creating sample apps and my question is does it cost anything to my company?
Who could be able to access environment I will create?
Can external users will also be able to access after publishing the app?
What premium connectors will be available to use and will their usage cost anything?

Every account within org is associated with basic license so that would cost.
wrt to Power Apps, if you got premium licenses associated then it would cost your company.
Also, if you build apps/flows that consumes lot of dataverse space, then yes it costs even more money.
In a nutshell you need to know what you are apps are creating.
Most companies doesn't allow everyone to create environments.
If you can create an env and create apps within the env, no one can access unless you share with people.
Not by default unless you share the app and data source behind the app with people.

To connect to premium connector you need premium license.

You can create developer envs if your admins didn't block it.

What about trial environment. Below post talks about two types and mentioned neither type of environment consumes paid capacity.

What's the difference b/w Trial and Developer environment in terms of license?
Both Trial and Development environment types got its own limitations.
Trial environment type:
A 30-day trial can only be created and deleted; it can't be reset, backed up, restored, or copied.
Developer Environment Type:
Environments created using Power Apps Developer Plan that are inactive for the last 90 days will be deleted after notifying the environment owners.
