To share with a guest user they need to be enabled in your Azure AD and have a valid Power Apps license in either your tenant or their own tenant. Its not quite like sharing content in SharePoint where licensing isn't an issue for guest users.

Could you please share a bit more about the error message when you share your app to Guests?
Have you added the user as a Guest user within your Azure Active Directory tenant, and assign a proper PowerApps license for him?
Please check if you have added the external user as a Guest within your Azure Active Directory tenant, and assign a proper license for him based on the following article:

In addition, not all connectors within PowerApps app support Guest access. More details about the connectors supports Guest access, please check the following article:

Please make sure the data source you added in your app supports Guest access.
