Set-AdminPowerAppApisToBypassConsent not working

I am trying to by pass consent when first open the PowerApps.

I tried with below command

Set-AdminPowerAppApisToBypassConsent -EnvironmentName Default-9ffd4706-b091-4e25-b42c-f3ec00aea36b -AppName c0925d61-d2e8-4243-a8e9-7f1b007fc972

and can get correct value by command

But, when I try to open the PowerApps, it still show popup like below:
