How to build a two-levels tab stacking?

Hello, may I know does anyone knows how to build a two-levels tab stacking in power apps? I tried to implement the synchronize the level-one (top tab) and level-two (bottom tab), but components are still visible whenever I click on the level-one and back to level-two. Any suggestion to fix this matter?

    Need more information, how are the second row related to the first row?
     
    Does each Top level Tab, have different 2nd level Tabs (I am assuming)
     
    If so, how are you putting the tabs in the right place please etc.
