How is a power apps screen a control

Good afternoon All
I was taking the PL-900 practice exam on microsoft learn and I doubt the answer to this question is accurate.
The question states: "Which two controls should you use? Each correct answer presents part of the solution." But how is a "screen" a control?
I understand a screen is a container for other controls. Why is a screen a control?

    Maybe in canvas app screen they use the a container control method work as main visual GUI frame, but what we know for other framework the GUI container is not consider a control. That exam question look funny, it's something like asking "What is the 2 basic software needed to write an application?", the answer is "Microsoft Windows and keyboard driver"

    Personally, it doesn't seem right to classify a screen as a control so I agree that this question is poorly constructed. 
     
    However, the Screen object appears under the Controls section of the documentation and Microsoft do refer to it as the "Screen Control". This would be the explanation for the answer to this question.
     
    If it's of any help, I don't recall there being any questions that were this ambiguous when I took the actual PL-900 exam. Good luck with your exam!
