Issue: User can access Model driven App with System Administrator security role, but not with a copied role that has modifications for custom entities.

I am facing an issue with sharing a Model Driven App with custom security roles. Initially, when I share the app with a user and grant them the System Administrator security role, they are able to access the app without any issues. However, when I copy the System Administrator role and make some modifications specific to custom entities, and then assign this copied role to the user, they are no longer able to access the app. Thank you in advance for your prompt attention to this matter.

    According to the error message you have provided the issue is to do with licensing (and not permissions). You should check that the user has a Power Apps Premium license.

     

    Also I would warn against providing Administration (or copy of) Security group permissions to users. Instead you  should copy one of the other roles (Perhaps System Customizer).

    As @365-Assist mentioned, looks to be a licensing issue.  Few things:

    1. The Power Apps Per App license is the license I would suggest looking at for the users. This is a $5 list price in commercial environments and will give the user access to a single Power App for the user.  You can stack this license if you need to provide two apps, three apps etc.  Also there is a Power Apps Per User license that you can leverage that is $20 list price and this will provide unlimited Power Apps for that user.   
    2. Assigning the Power Apps Per App licenses is a bit different than normal assignment, please see the following steps:  https://learn.microsoft.com/en-us/power-platform/admin/about-powerapps-perapp
    3. From a role assignment, you should utilize the principle of least privilege  to assign the roles to the users.  The following provides some great steps to do this:  https://learn.microsoft.com/en-us/power-apps/maker/model-driven-apps/share-model-driven-app#model-driven-app-sharing-basics

    Hi there,

     

    I am having exactly the same issue.  Our users have M365 E3 licenses which includes Power Apps, so I don't understand the issue.  The app is very basic and uses no premium connectors.  Users can access the data in the view but cannot see the app itself.  I have included the Model Driven App permission at Organisation level but this makes no difference. It also makes no sense that a System Administrator with the same license and can access the app, create and edit records etc.  What am I missing?

    This is Power Apps for Office 365 and it does not include premium connectors (Dataverse, SQL, pretty much anything significant). Your users will also need a Power Apps specific license, like @dpoggemann listed. This specific issue confused me for a long time and the Microsoft documentation is not explicit enough.
