Recently I noticed that the UI saus that with Local Choices, 'People using it can add new choices'.
To me this suggests that there would be a + sign or something presented to users when they interact with a Local Choice column; however, I can't see any way for people to add new choices.
Am I missing something?

You are not missing anything that I know of, Local Choice does not provide the ability for users in a Model App to add new options dynamically.

Difference between Global and Local choice field:
Local Choice can be used within table.
Global Choice can be used in all the tables.
To answer your question, for altering they need to go via make.powerapps.com there is no way of adding dynamically.
