AI builder credits usage and allocation

As  Power Platform admin, I have disabled the setting so that users are not able to use the unassigned credits, some months back. I have allocated some credits after checking with users for 3 environments and some credits to the default at that time.
 
Now a user wants to allocate some credits to one of their environment for UAT purpose. In the allocated environments, the soltuions there are no error messages.
 
The AI credit allocation and consumption now is as below.
 
 
What I wanted to do - was to free up some from one of of the custom environment. then I got the below message. I know there are some workflows in that environment, so I cannot remove all (change to 0 as shown)
 
When I tried to free up credits from default, it shows as below.
 
 
What I did -1)  As a temporary solution, (hoping it will work) I changed the tenant level setting so that users can use from tenant pool if anything is available. However, it is not helping. user still get a message 'No credits' while running the flow, in the environment where she wants the credits added to.
 
2) Changed credit allocation in another environment to 0 where I know the user is just testing after her consent. This seems not enough.
 
Appreciate if you can help me understand what is happening here.
 
1) How did the allocation became over? I assume there would have been some prompt, which tells me if I were allocating. (Worst part, I didnot take note of how much I allocated initially when I did)
 
2) Is there an actual Overage of credit use here?
 
3) Will there be any impact if I change the allocation to '33500' in default? When I run the report from the admin portal, only one particular environment used credits in the last month, (no usage in default)
 
4) What will be my best course of action to help user get some credits to another environment?

    I'm sorry I didn't see your post earlier. 
     
    Here are some explanations:
    Based on the screenshots you provided, we can see your tenant now owns 62K credits.
    At some point in the past, you owned more than that, as you were able to assign 148.5K credits to different environments.
    In between, the licenses which brought these 62K credits (Power Automate Premium, Power Apps Premium, ...) have expired. So you're in an 'over assigned' situation, where you can't modify assignments, until you go out of this 'over assigned' situation. A way could be to assign only 33.5K credits , or less to your default environment. 

    At first sight, abed on the provided screenshots, there is no consumption overage, as you've consumed 4.6K credits. (and you own 62K credits)
    But it could be that in the single environment where there is usage, you have assigned less than 4.6K credits, and 4.6K credits have been consumed. Then you would be in overage in that particular environment. And you could modify the assignments so consumption is under assignment in each environment.
     
    So you should lower default environment assignment to less than 33.5K credits so you get some tenant level credits that you can then assign to other environments.
