Disable option to Customize in PowerApps

Can the option to "Customize in PowerApps" be restricted to specific users (such as Owners)?  Since there is no revision history and we cannot revert back to previous versions, we need to be able to prevent Members, from going into the form and changing it.  

 

I found this blog post, but it specifically says:

 

This access will not allow the members of this group to access the Site contents (Application Page), view forms or views (Allitems.aspx) but they would be able to create/update from Power Apps.

 

This is the exact opposite of what I need to do.  The Members still need to be able to access the form to submit data to the SharePoint list, but we do not want them to be able to edit the actual form in PowerApps.

    You need to simply set the DisplayMode of the Form, Data Cards or controls to View, based on the logged-in user.

    If we change the DisplayMode to View, then that impact the user's interaction when the form is open in SharePoint.  They still need to be able actually use the form to edit the text or choose items in the drop-down/comboBox.   If the DisplayMode is changed, that will affect the user's experience. 

     

    What we are worried about is that the user, when they hit "NEW" or "EDIT" in SharePoint, they will click the "Customize in SharePoint" option, open the form in PowerApps, and make some kind of change that we will not be able to revert (such as delete a comboBox or TextBox, then save and publish).  Without version history, we won't know what to fix.  We want to completely remove the "Customize in SharePoint" option for users who are not Owners or modify their permission so they cannot modify the form fields themselves.  

     

    I guess I would first need to know if this is done on the PowerApps side of things, or the SharePoint side of things, and then how to do it.
