I've been searching for threads related to this and have come across many that states it's not possible and others saying its easy. When I read them I notice the provided screenshots are different than what I have (maybe because they are all at least 2 years old). So, bottom line - can I use a PowerBI dataset as a datasource in Powerapps? My powerapps connection options indicate that PowerBI is available, as a preview, but doesn't give me the ability to connect to anything. Is my company just cheap and not willing to invest in additional levels of access?

Firstly I have not tested this beyond what I have below, but I will try to put you on a path to explore this a bit further.
I connected a test app to PowerBI (as you have mentioned it is in the connectors) and then added a gallery with PowerBI as the data source. I then was given the option in the Items of PowerBI(AddRows, groupid, basesetid, tablename).
I suspect if you can refer to these correctly, you will be able to use the table as a data source in PowerApps.
