You can install the kit without a license, but you'll get an error when you try to activate the flows that you don't have the appropriate Power Automate license. You can activate a trial license to get around this, but that is only a short term solution.
You need a Per user or Per Flow license to run flows that don't run in the context of an app such as the CoE flows. Not having one would put you in non-compliance, which could have implications if you were ever audited.
Where you will run into issues is API limits. Depending on how many power platform assets are in your tenant, you can quickly hit daily API limits if you only have a Power Automate per user license. Per flow licenses give you a higher daily API limit.
