It appears that E1 subscribers are allowed to create PowerApps custom forms for their SharePoint lists. However, because E1 subscribers do not have an InfoPath license we are unable to remove the PowerApps custom form. Currently the only way to remove the custom form is to use the list's Form settings page. However, this settings page is reliant on an InfoPath license. So, instead of getting the page shown https://docs.microsoft.com/en-us/powerapps/customize-list-form#delete-the-custom-list-form, you get the following message instead: "Sorry, you don't have a license to use InfoPath Forms Services. Please contact your help desk."
The only workaround from support is to sign up for a higher subscription in order to satisfy the InfoPath license requirement.
