I have been tasked with making a basic Model Driven PowerApp but when I go to the environment list it is entirely empty including the default one and I do not have permissions to create one.

I am thinking this is because they only have Microsoft 365 Business Basic.

Can someone guide me on what needs to happen to get this all moving forward? Please ask any questions as I am sure I have left some important info out.

Model Driven Apps require a Dataverse data source.  With only an M365 Business Basic license you don't have access to Premium features like Dataverse.  To build a Model Driven app you'll need either a Dynamics 365 license or a Power Apps per user license.  If its not for production you could also sign up for a developer plan, which is free, but can't be used for anything other than development and learning.

@Pstork1 thank you for the quick reply.

Will anything beyond purchasing a per user license be required for it to generate the default environment so I can move forward?

Also, is a Dynamics 365 license something else? Is that what is needs to utilize the per app license?

I am not super familiar with the licensing portion of PowerApps/Dynamics.

The default environment should be there automatically even if you have just an M365 Business Basic license.  I would have your M365 admins look in the Power Platform admin center to check on the environment status.  But yes, a per user license should give you what you need to create an environment.  Dynamics 365 licenses are associated with products like Dynamics CRM.  The per app license can be used to run an Dataverse Table, but it can't be used to create a Dataverse Table for an app.

@Pstork1 Ok figured it out, despite requesting to be added to the power platform role it was skipped. 😞
