SharePoint List, filters and Dropdowns

Filtering Issues
 
I am trying to create an app based on a SharePoint List of Actions Plans. When the data is entered into the list it can be selected from a dropdown, e.g. Action 1, could be an action for the Finance Dept,  HR, Facilities or ICT.
 
The issue I am having is that that I am trying to use a dropdown to filter by department but the columns based on filters can not be selected on the dropdown action.
 
Am I doing something wrong or is there another way to solve this?

    Can you please share an example within the UI, and the filters etc and what you are wanting to do. I am not following where you say you cannot select the
    filtered columns.

    Hello Mike so I am trying to create  a canvas app based on a SharePoint List called 'Service Action Plan'. One of the columns is called 'Department' in this list is a choice column where we can select the department for whom the 'action' is assigned.
     
    I have added a vertical gallery and connected to 'Service Action Plan' and that works.
     
    What I then wanted to do is add a 'dropdown' to select the department to filter the results.  When I added  a dropdown it was not able to see the column and i have learnt this is because its a choice column.
     
    so my question is how do I add a dropdown list which can filter the gallery by referencing a choice column in a sharepoint list.
