ReportFor a team we have built a Power BI report with an embedded app, based on Dataverse for Teams data. All users have a Power BI pro license. The report has been published to the team, so it can be found in the tabs. The issue is that users get an error that they need the additional PowerApps license to consume the app. I assume this has to do with how the app is being consumed. D4T apps give the same error when consumed in a browser. I do get you want to limit it to teams, for commercial reasons, but this is a bit weird. The report is in Teams. Actually, I also presume that if we do it the other way around (embed Power BI items in a D4T app and publish that to Teams) it will work fine.
