Good Morning
I need to move my SharePoint lists to another site so while this is happening I will need people to not use my apps.
Is there a way to make an app temporarily unavailable without disconnecting all the save buttons?

Unfortunately, i don't think there is an option to Turn off but there are workarounds.
One workaround which i use is create temporary screen with a notice saying that the app is temporarily deactivated. Make this as the top screen so that whenever some one opens the application they only see temporary deactivation screen.
Note:if there are any screen navigation based on url query parameters make sure you comment that code so that when user open using any link will see only deactivation screen
