How does the generative answers property work? Will it take into account past questions asked by other users and the feedback (ratings) given by users for its future answer?

Basically, is Copilot studio designed to learn from its previous conversations and use that knowledge to improve its responses to future similar questions?

Within a conversation the Copilot will note previous responses. Using entities further supports recognition of what is most important to capture in the conversation because it allows for 'proactive slot filling' (see here).

You can enhance and improve your copilot's ability to reuse information by using variables and/or functions. They can be global variables too, useful across topics. These capabilities are useful as your copilot increases scale.

Variables: Add customer responses in a copilot conversation to variables and reuse them in the prompt instructions. For more information, see variables.

generative answers take in account the context of your conversation (past 10 turns) to generate an answer. If I ask "what are the CPU options of the surface pro 2", copilot will generate an answer and if I ask after "what is its weight?" it will understand that I am talking about the surface pro 2 from my previous question.
Once you exit the conversation / restart the copilot / close your browser this context is lost and forgotten. So if you go back to you copilot and ask again "what is the price?" without saying "of the surface pro 2" it won't remember.
The model is not re-trained / fine tuned with your conversation. It just knows the context of your current conversation.
