We are interested in using the dialer/softphone integration available in the channel integration framework. I installed the CIF but when I go into the CIF app there is not a new button to create a channel.
Does anyone know if the Channel Integration Framework is able to be used in a Powerapp (model driven) without D365 licenses?

No, I think this cannot be achieved. To be able to work with Dynamics 365 Channel Integration Framework, you first need to have Dynamics 365 (online) version 9.1 and higher versions. See System requirements of Dynamics 365 Channel Integration Framework:
