Created a flow that sends an approval request to an individual selected from the directory on a Microsoft List form. When I have tested this flow myself by listed myself as the approving individual, I am able to approve through the approval card on Outlook without issue. I was testing this same feature with people on my team making them the approver, and when they went to approve, they would receive the error "The remote endpoint returned an error (HTTP '403'). Please try again later." I tested it out again making myself the approver and it worked fine. Others were able to approve through the Approval website, but not the approval card on Outlook. Has anyone experienced this and are there any known fixes?

    Having the same issue, but it won't hit other users all the time, just randomly for certain flow runs. Had Power Automate support look at it, they gave up and passed it to Outlook support and not getting anywhere yet with them. Happens in Outlook desktop and web. Issue started happening mid-May with multiple sharepoint list forms / power automate flows. No solution yet.
     
    The only official Microsoft support article I have seen for 403 says this will happen if the user is a guest (which none of mine are).

    This is a cross-product regression — and Microsoft’s own docs confirm:
    “403 errors can occur due to authorization scope issues in Actionable Messages... typically when tokens are not correctly provisioned.”
    You can cite this doc when escalating:
    https://learn.microsoft.com/en-us/outlook/actionable-messages/security-requirements
    Look under "Authorization and Authentication" section – especially notes on “403 errors.”

    Until there's a permanent fix, avoid relying solely on the Outlook approval card, and instead include links to the Power Automate Approvals portal in your email content.

    The same thing happening to me. All users can respond via Teams but some users receive the 403 error...but only some users...both via the Outlook client and OWA.
