I have just started looking at a D365 portal and I am working on a low cost scenario for a Development, Test, and Production environment. The current environments we have now for D365 Customer Service.
The Application Lifecycle Management for D365 portals has one option as:
So in addition to the D365 licenses there is another $12,000 a year to have Test Portal and Development Portal environments.
However, with the addition of Power Apps, I am wondering, will this scenario work? I have not yet converted the Power App Trial portals.
In Production use the D365 Admin Center, Portal (Add-on) to install the Customer Self-Service Portal. This has unlimited external user access.
In Test Sandbox use Power Apps to install the Portal Customer Self-Service template. This has unlimited licensed D365 licensed user access. Internal UAT team can test.
In Development Sandbox use Power Apps to install the Portal Customer Self-Service template. Develop to your hearts content with your D365 license and security role.
Use Solutions to migrate changes from one environment to another. My limited testing is looking good, but maybe I am missing something yet to cause a problem.

License for powerapps and d365 is different.
If you want to use portal in powerapps, you need to buy license based on this rule:
Please notice that: you need to have dynamic365 license or powerapps per app plan or powerapps per user plan to use portal.
So you have these options:
1)still use all portals in dynamics, buy dynamic365 license
2)in production environment, but dynamic365 license.
in sendbox environment, use portal in powerapps. Then firstly you need to buy powerapps per app plan or powerapps per user plan. If you want your portal for Internal users , do not need to buy other license.
If you want your portal for external users, you need to buy license above.

Why incur the charge for Power Apps Poral external users if you do not have to. My scenario avoids this as D365 Portal has no charge for external users. This is the question posed, " I am wondering, will this scenario work?"
