Service Account for Power Platform Center of Excellence

Has the type of service account needed for the CoE change? It use to state in the Microsoft documentation that a cloud account has to be used for the setup. I need to install the starter kit in a new tenant and wanted to verify if I can use a on-prem/clound account to do it? Below is was copied from the updated instructions.   Updated link 

What identity should I install the CoE Starter Kit with?

The CoE Starter Kit requires access to your tenant's Power Platform environments. Therefore, the identity you set up for the CoE Starter Kit needs the following licenses and roles:

  • Microsoft Power Platform service admin, global tenant admin, or Dynamics 365 service admin.
  • Power Apps Per User license (non-trial) and Microsoft 365 license.
  • Power Automate Per User license, or Per Flow licenses (non-trial).
  • Power BI Premium per user or per capacity (if using Data Export for inventory)
  • The identity must have access to an Office 365 mailbox that has the REST API enabled. It must also meet all requirements to use the Office 365 Outlook connector.
  • If you'd like to collect telemetry information, such as app launches and unique users per app, you must be granted access to the Audit Log and work with a Global Admin who has access to Microsoft 365 audit log to complete the setup.
  • If you'd like to share the Power BI report that's part of the CoE Starter Kit, this identity needs to have the Power BI Pro license.

    Hello @animta,

    You will have to use a "Member" type user that is set up in your Azure Active Directory, with the privileges and licenses mentioned above.

    Installing CoE using a service account is not supported afaik.

    Are you sure? I've been advised by MTC's and Microsoft partners that you can utilize service accounts for the connections. I just want to make sure before I go seek additional guidance.

    you can use a service account to install and configure CoE Starter Kit. I do it ever.

    I was able to verify with a MS Cloud Solutions Architect that the account can be on perm as long as AD is sync'd to AAD. This would make it a cloud account at that point. And yes it can be a service account for best practice so that it isn't effected when a individual moves to a different dept or leave the org.
