Model-driven integration with Microsoft Teams greyed out

I'm trying to get a model driven app to work in teams however the option for Model-driven integration with Microsoft Teams is greyed out in the power platform admin center. 

 

Could this be because I'm not a tenant admin?

    The cause of this problem was because I wasn't a tenant admin.
