When removiong an environment, we noticed that the DLP was still visible in PowerApps admin not attached to an environment.

Could you please share a bit more about your scenario?
Based on the issue that you mentioned, I have made a test, and the issue confirmed on my side.
When you delete an Environment from your PowerApps, the DLP you applied to that environment would be still available (would not be deleted) within your PowerApps Admin Center:Environments would remain blank when a specific environment is deleted
Actually, the DLP (Data Loss Prevention Policy) is separated/individual from Environments within PowerApps. The DLP you created within PowerApps is not store in your PowerApps environment, the DLPs you created within your PowerAppps would be stored in your Tenant.
If you want to delete related DLPs at same time when you delete Environments from your PowerApps, I afraid that there is no way to achieve your needs in PowerApps currently. Currently, you could only delete the DLPs manually from your PowerApps Admin Center.
