I would like to use PVA for Teams and I have found Info that PVA for Teams is free.

There are some limitation in comparison with 'full' PVA, but there are still a lot of features in it.

Is there any procedure how to assing PVA for Teams Licence instead of PVA?

As far as I am aware it is just one of the apps in the subscriptions you have.
So, if E5 is assigned as a license to a user and the Microsoft Teams and PVA apps are enabled within that assigned licence you should be able to create PVA bots within Teams as that user.
