Create with Excel or .CSV File only importing first 20 rows

I've read a lot of places on the forum where people suggest "waiting some time" because the rows will show up after a long delay. This has proven false. The rows never show up.

While the dataflow option is not too complicated, it is a lot of clicks and could be intimidating for newcomers. I would much prefer to teach citizen devs to use the "Create from Excel or CSV" or "Create from SharePoint" feature to start their Dataverse tables, but I can't do that if it's only going to grab the first 20 rows. That just makes the whole process more convoluted. 

Does this feature actually work or doesn't it? Will it EVER import the entire dataset or is it fundamentally broken? We are using GCC cloud, so I understand some things may be different, but this feature has been around long enough; I would expect it to function as intended ... like it says it does in the docs
 
My other questions is : I have figured out how to get the table in with Data Flow, but I don't really understand Data Flow? My aim to replace the Excel or Sharepoint with Dataverse; I do not want an ongoing connection between the resources. I'd like to understand Data Flow more so I know how to guide users in our org on what to do with the old spreadsheet or list if this is the best alternative.

Steps I am taking 

Power Apps -> Tables -> Create with Excel or .CSV file

Select .CSV File
 
Preview of 20 rows shows as expected. Dialogue box shows correct number of rows (See image)

Edit table properties, Click create

Table appears in custom tables but only first 20 rows. Remaining rows are MIA after waiting sometimes for DAYS.

    Try below steps
     
    1. Navigate to your environment
    2. Click Gear icon on the TOP
    3. Click Advance Settings
    4. Click Data Management
    5. Select Imports and See the Log file there to understand the issue.

    Thank you for these steps. I was able to find the import logs (yay! I've been wondering where they were.)

    Unfortunately, an import log is not created when I use the "Create with Excel or .CSV file" feature. The only log I see is from where I imported data from a model driven app,  but I am trying to use this feature (below). Again, we are on the government cloud subscription, so it's possible this is different behavior than the commercial version.
