Import failed: Violation of PRIMARY KEY constraint

Getting following issue when importing solution. Never seen this issue before. What are the possible causes?

Import failed: Violation of PRIMARY KEY constraint 'PK__#SystemU__8788C29511E85D8B'. Cannot insert duplicate key in object 'dbo.#SystemUsers'. The duplicate key value is <redacted>.
