Can You Force an Agent to Only Use AI Responses for Generative Answer Nodes?

I want to use Copilot Studio to build agents that have clearly defined behaviors. My ideal outcome is that the only thing Generative Orchestrative can do is trigger a topic. Then, I want to build a Topic and use Generative Answers nodes to specify when the agent is allowed to respond with AI. I never want the agent to use AI for any other purpose, or to ever respond with an AI-generated response outside of a Generative Answers node.
 
Is this possible? I know I could use Classic Orchestration, but if I'm understanding the documentation correctly, it seems like Classic Orchestration will be far less effective in identifying the correct topic? 
 
I want a way to assure stakeholders that the AI won't go rogue. I think the idea that an agent can call tools on its own, or can respond to users automatically outside of the constraints of a topic, will be a barrier for adoption within my organization.

    Generative Orchestration currently has powerful topic recognition, but it may also produce fallback AI replies if no topic matches—these can't be fully disabled yet.
     
    Classic Orchestration offers stricter control (no AI fallback), but its topic matching is less accurate.
     
    To minimize “rogue AI” risk:
     
    -Use Generative Orchestration for matching.
    -Gate all AI output through Generative Answers nodes only.
    -Suppress or intercept fallback responses if your environment supports it.
    -Add a default topic explaining that AI output is strictly controlled.
     
    If this fixes the issue, please mark as resolved to help others with find it.

    I would love to gate all AI output through Generative Answers nodes only, but I am not sure how to do that - unless I move from Generative to Classic orchestration. But based on your response, it seems like you can do both simultaneously?

    To clarify—this is a nuanced area in Copilot Studio. While Classic and Generative orchestration are distinct modes, you can strategically combine their strengths within a single agent by designing your Generative orchestration to behave like Classic, effectively gating AI output through Generative Answers nodes only.

    I appreciate the clarification. However, I am still unsure what you mean when you say you can gate AI output. I think I understand the concept, but I am not sure what settings you would change to achieve that. Do I just need to add a topic that has a generative trigger that says, "Trigger this topic if no other topics are active, and if the user's utterance matches no other topics". And then the topic says, "I can't answer that" or similar?

    When I say gate AI output I simply mean to control or restrict what an AI system can generate or share .
     
    Yes, you need to add a topic that has a generative trigger that says, "Trigger this topic if no other topics are active, and if the user's utterance matches no other topics", then the topic says, "I can't answer that" or similar- These are called stop sequences.
