Wow you have as good of luck as I do!! that has to be the lamest error ever and I mean that.

Since it does not specifically say, here are some things to try.

    1. Use incognito, clear your cache, re login and try again

    If that does not work

    2. It could be a permission or license issue, so please verify with your admin that you have a Copilot License

Also, could you verify is this a true Copilot Agent or a Copilot agent being built in Copilot Studio but under the M365 Copilot wrapper agent?

Thank you for reaching out regarding the error message you receive when trying to create an agent in Copilot Studio. Based on your screenshots and activity, let's address some key checks and actionable steps so you can resolve the issue and move forward with building your agent.

Common Causes of Agent Creation Errors in Copilot Studio
    Licensing and Permissions:
    • Ensure you have an active Copilot Studio User License assigned in the Microsoft 365 admin center. Admins must also acquire a tenant license for Copilot Studio. Sometimes, individual licenses are overlooked, or tenant-level licensing hasn't been fully provisioned.
    • Verify you have the necessary security roles (like Environment Maker or Owner) for your target Dataverse environment. Permissions mismatches are a frequent cause of agent creation failures.
    Environment Settings / Security Groups:
    • If your organization uses restricted access via security groups, you must be added to the group tied to Copilot Studio authors. Administrators set this in the Power Platform Admin Center, and missing group inclusion will block agent creation—even if you have a license.
Recent Service Updates or Session Issues:
    • Copilot Studio sometimes restricts agent or sub-agent creation after updates (as noted in the October 2025 forum reports). Try creating agents in a different environment or after some time.
    • Open Copilot Studio in an incognito/private browser window to rule out issues caused by cached sessions, cookies, or browser extensions. If you’ve only used your standard browser, please try creating the agent in incognito mode.
    Follow the below troubleshooting Steps:
    • Clear Browser Cache: Close your current browser, reopen in Incognito/Private mode, and re-login to Copilot Studio.
    • Check License Assignment: Confirm, preferably via your Microsoft 365 admin center, that you have both user and tenant Copilot Studio licenses.
    • Verify Security Group Membership: Ask your Power Platform admin whether you’re actively assigned to the “Copilot Studio Authors” security group in your tenant.
    • Switch Environment or Skip Wizard: If you’re stuck at the AI-powered setup, click "Skip to configure" to access manual building. Sometimes, the wizard blocks progress due to session issues
    • Check Role in Dataverse Environment: Ensure you are an Environment Maker or Owner in the environment you wish to create agents within.
    If All Else Fails
    • Wait and retry after some hours, as Microsoft sometimes imposes temporary creation limits following updates.
    • Contact your tenant admin to confirm that all required licenses and permissions are assigned both on the user and environment levels.
    • If your issue persists even after the above steps, provide details about your license setup, environment, and current permissions in a new support request with Microsoft or through your Power Platform admin. Include session ID from the error and screenshots for quicker assistance.
Let me know which step resolves your issue. Getting the right permissions and environment setup should have you building agents quickly!

    Best Regards,

    Hi @CU21101324-0,

It looks like the issue is that you’re trying to create it without describing it in natural language.
    To fix this:
    • Switch to the Configure tab.
    • Fill in the required details manually.
    • Then click Create.
If you prefer to describe it manually, simply type what you want to do in natural language, and then click Create.

I hope this information helps! If it does, please consider giving a 👍.
    Best regards,
    S-Venkadesh
