I need that tootip instead of showing me a word makes me visible any element (example rectangle), help me to perform this procedure.

Do you want to change a button's Tooltip's backgroud to a blue rectangle?
I'm afraid it's not supported in PowerApps currently.
The tooltips is genereted by system, not customize.
I suggest you express your views about adding this function on PowerApps Ideas Forum. Your precious feedback will be very helpful for our work.

What's more, there's no other property about displaying text when your mouse hovering over, just the tooltips peroperty.
